It is not a flag administration, maritime authority, government department, embassy, consulate, certification body, examination body, school, employer, shipowner, union, or intergovernmental organisation, and it does not claim endorsement by any of them.
1. Independent role
MSA helps clients understand practical pathways, organise information, prepare document files, communicate through lawful channels, and follow the progress of a request. MSA acts as a client-support intermediary only within the written scope accepted for the case.
2. No issuing power
MSA cannot grant, renew, endorse, recognise, verify, revoke, or promise a maritime certificate, passport, visa, admission, qualification, medical decision, licence, employment agreement, job, or sea-time placement. Such decisions belong exclusively to the competent issuer, administration, institution, employer, or other authorised third party.
3. Internal reviews are not official verification
Words such as reviewed, ready, complete, matched, pending, or verified inside the portal describe MSA's internal workflow. They mean only that MSA staff performed the stated administrative check. Official certificate authenticity and recognition must be confirmed through the issuing administration or recognised register.
4. Experience—not legal advice
MSA personnel may have substantial maritime experience and familiarity with common processes. That experience does not make MSA a law firm, regulator, medical assessor, immigration adviser, or formal certification body. General information may become outdated or differ by flag, vessel, employer, rank, nationality, residence, or destination.
5. Professional connections
MSA's network may help locate the right office, provider, vacancy source, or lawful escalation contact and may reduce delays caused by incomplete files or misdirected communication. A connection does not guarantee approval, queue priority, or preferential treatment. MSA prohibits bribery, secret commissions, facilitation payments, forged records, and claims of inside influence.
6. Regulated activity
Some jurisdictions regulate seafarer recruitment and placement, immigration advice, education agency activity, document certification, money services, or travel services. MSA will not rely on this disclaimer to avoid a licence. A regulated activity may be offered only when the responsible operator confirms the applicable authorisation or uses a properly authorised provider under a transparent arrangement.
7. Client verification
Clients must verify critical requirements with the competent authority or provider before paying third-party fees, travelling, resigning from employment, joining a vessel, or relying on a deadline. MSA will identify the source of significant procedural information where reasonably practicable.
8. Maritime and safety decisions
Portal information does not determine fitness for duty, competence, safe manning, vessel safety, or compliance aboard a ship or offshore unit. Masters, shipowners, employers, medical practitioners, administrations, and other responsible professionals retain their legal and operational duties.
